FASTag Concessional Local Pass: who qualifies, what it costs, and where to buy it
Last checked: 3 Nov 2026, 11:30 AM IST
Next update: 1 Dec 2026, when the pass is due on the Rajmargyatra app, or sooner if NHAI publishes the plaza list.
In short
From 1 November 2026, a non-commercial vehicle owner who lives within 20 km of a National Highway fee plaza and has a valid, working FASTag can buy a yearly Concessional Local Pass for that one plaza. It costs ₹1,500 a year if the plaza is outside municipal or local town limits, and ₹3,000 a year if it is inside them (PIB, 27 Oct 2026). It is sold at eligible toll plazas from 1 Nov, and on the Rajmargyatra app from 1 Dec 2026 (PIB).

Local Pass vs the monthly pass vs the Annual Pass
| Concessional Local Pass (new) | Monthly local pass (existing) | FASTag Annual Pass (existing) | |
|---|---|---|---|
| Cost | ₹1,500 or ₹3,000 a year | ₹350 a month for a non-commercial vehicle (as reported) | ₹3,075 for FY 2026-27 (as reported) |
| Where it works | One plaza near your home | One plaza | Designated NH and expressway plazas, for one year or 200 crossings |
| Source | PIB | Indian Express, 28 Oct 2026 | News9, 1 Nov 2026 |
The monthly and Annual Pass figures come from news reports, not from today's PIB release. Check the price at the plaza or in the app before paying.
Simple sum (using the reported ₹350 monthly fee): 12 monthly passes would be ₹4,200 a year, so the ₹1,500 or ₹3,000 yearly pass costs less if you cross that plaza every month.

How to get it (as of 3 Nov)
- Check your FASTag is active and linked to the vehicle.
- Go to the toll plaza you use and ask for the Concessional Local Pass. PIB says plazas sell it from 1 Nov (PIB).
- Proof of address: Indian Express reports the facility uses DigiLocker and VAHAN to check your address is within 20 km and to fetch vehicle and FASTag details (Indian Express). Ask the plaza what they accept.
- From 1 Dec 2026, you can also buy it on the Rajmargyatra app (PIB).
Reports disagree on timing: one explainer says the plaza list and app purchase start on 1 Nov (Indian Express); the official release says the app opens on 1 Dec (PIB). We follow PIB.
Hyderabad drivers: what we don't know yet
We have not found an official list of eligible plazas. We haven't confirmed whether Hyderabad's Outer Ring Road is covered, so don't assume it is. Ask at the NH plaza you actually use. If you find out, tell others in the Ask Hyderabad room (no vehicle numbers please).
